A strong economy, population growth, and continued state subsidies for fuels worked together to push domestic refined fuels and petrochemical goods demand beyond supply in Indonesia. Nevertheless, lacking of investment and technology, those aging plants with limited capacities are far from realizing full utilization of country’s rich resource and meeting domestic demand. 

With government support, the national oil company PT. Pertamina is cooperating with several international leading oil & gas companies to implementing Refinery Development Master Plan (RDMP)--upgrading the aging refineries and developing new grassroots plants for expanding capacity to1.68mn b/d in 10 years with $25 billion investment. However, not all those promising projects go smoothly. They has confronted the most difficult point in negotiations in the refinery upgrade plan stems from each party’s rights and obligations, especially the right to sell fuel in Indonesia’s domestic market.

Likewise refining industry, there is also a large demand for petrochemical goods for packing, plastics, rubber, etc., in Indonesia. Current low price crude oil has provided a low cost advantage to Indonesia petrochemical sector. Meanwhile, incomplete industry chain and relatively low technologies still drag domestic petrochemical industry down and push Indonesia to turn  into an international importer to fulfill domestic need. In line with national industry plan to achieve self-sufficiency by 2020, some priors have made attempts and also been paid for this. Indonesia’s premier petrochemical producer P.T. Chandra Asri Petrochemical Tbk. (CAP) recorded a robust performance in the first six months of 2016. Supported by a slump in oil prices, increasing production capacity, and optional operations including scheduled turnaround maintenance (TAM) and Plant integration, the company made seven times higher net profit  than that of the same period last year.

All of those challenges and opportunities made Indonesia one of Asia’s most dynamic regions for domestic and foreign investors, energy companies, refiners and petrochemical producers.
